Tell Heath City Council: keep the financial discussions public, and get real answers before August 3.

The proposed Heath Hills development will have enormous impacts on traffic, infrastructure, schools, and taxpayers. Council has shown it is listening — they have delayed the vote twice, and several members have said they cannot support the project as it stands. The next vote is now scheduled for August 3, 2026.

A newly obtained draft development agreement reveals a 30-year Tax Increment Financing deal that would repay M/I Homes up to $6 million at 7% annual interest — a commitment that affects county services for decades. Mayor Johns plans to discuss these finances in a closed executive session on June 29. That discussion should be public.

Authentic, respectful messages from residents of Heath, Union Township, Granville, and all of Licking County are the most effective way to show Council that this issue matters to the entire community.

  • Impact on county-wide services, whose funding would be affected by the proposed 30-year TIF district

Ask for Action

Encourage Council to:

  • Hold any discussion of the development agreement's financial terms — including the TIF — in a public meeting, not a closed executive session
  • Provide complete, public cost-benefit analysis before the August 3 vote
  • Share traffic, utility, and public safety studies publicly
  • Consider lower-density alternatives
  • Ensure residents have a voice in decisions that financially impact them
  • Work collaboratively with neighboring communities, Granville Schools, and county officials
